Assemblymember Rhodesia Ransom represents California’s 13th Assembly District, serving Stockton, Tracy, and Mountain House. With more than two decades of public service, she has built her career on delivering results for working families and ensuring the Central Valley has a powerful voice in Sacramento. She is currently serving her second term representing Assembly District 13.
Assemblymember Ransom currently serves as Chair of the Assembly Emergency Management Committee, appointed by Speaker Robert Rivas in January 2025. As Chair, she continues to lead statewide efforts to strengthen disaster preparedness and recovery and successfully helped restore $870 million in federal hazard mitigation funding for California.
Before being elected to the Assembly, Ransom served as a Tracy City Councilmember and nonprofit leader. Assemblymember Ransom continues to prioritize affordability, youth opportunity, public safety, and restoring trust in government by delivering results. In her first term, Assemblymember Ransom secured millions of dollars in state investments benefiting San Joaquin County and the Central Valley. This includes $10 million for Family Justice Centers to support survivors of domestic violence and human trafficking, $8 million to launch the California Bioeconomy Innovation Campus to turn agricultural waste into renewable energy and create local jobs, and $20 million to protect the Delta from invasive species, safeguarding farms, water infrastructure, and the regional economy.
Since taking office, Assemblymember Ransom has passed six bills into law, focused on making California more affordable and sustainable, protecting foster youth, strengthening wildfire prevention, and keeping good-paying manufacturing jobs in Tracy.
Assemblymember Ransom has also been a leading voice for healthcare affordability. In 2025, she introduced legislation to create a new statewide Patient and Consumer Forum, increasing transparency and taking an important step toward lowering healthcare costs.
The Assemblymember also fought to deliver millions in funding to the Central Valley for public safety, affordable housing, homelessness, and agriculture. Assemblymember Ransom continues to advocate for Central Valley families in Sacramento on the issues that matter most to them.
Rhodesia and her husband reside in Tracy, where they raised their three children and have been active community members for over two decades.

Hemophilia Council of California – Legislator of the Year (2025)
Recognized for advocating for patients living with bleeding disorders and working alongside healthcare advocates to improve access to care and affordability for families navigating complex medical needs. The Hemophilia council of California has recently been renamed the Bleeding Disorders Council of California.
California CASA Association – Leadership in Action Award (2025)
Awarded for her commitment to improving outcomes for foster youth and supporting programs that provide mentorship and advocacy through Court Appointed Special Advocates (CASA) programs across the state.
United Way – Eleanor United Illuminate Award (2025)
Presented in recognition of her partnership with community organizations and commitment to advancing economic mobility, youth opportunity, and family stability in the Central Valley.
