Assemblymember Rhodesia Ransom has released her 2025 Year in Review, highlighting a year of legislative action, community impact, and record state investments across San Joaquin County.

It has been the honor of a lifetime to serve as your representative in the California State Assembly this past year. My team and I hit the ground running, focused on solving real problems for working families and bringing state resources home to San Joaquin County.

From passing six new laws to securing state investments, my focus this year has been simple: To deliver results that improve everyday life for all San Joaquin County residents. That means keeping jobs local, protecting our communities, and standing up for the Central Valley in Sacramento. Our economy is growing, and I continue to support our sustainable industries focusing on job growth, affordability, agriculture and protecting our local manufacturers.

Bringing Dollars to My District 

  • $10 million for Family Justice Centers across California, including San Joaquin County, to support survivors of domestic violence and human trafficking.
  • $8 million to establish the California Bioeconomy Innovation Campus, which will turn farm waste into renewable energy and sustainable products, creating good-paying local jobs.
  • $20 million to stop the spread of invasive species like the Golden Mussel to protect our Delta, farms, and water infrastructure.
  • Over $700,000 of unpaid benefits returned directly to AD13 residents through my office’s casework assistance with state agencies.

My Bills Signed into Law

In my first year in office, I focused on making California more affordable, protecting our youth, and building a stronger, more prepared state in the face of emergency disasters.

  • AB 899 – Supporting Local Jobs and California-Made Glass: Protects more than 1,000 local jobs, including workers at the OI Glass Plant in Tracy, and encourages wineries and businesses to purchase locally made glass bottles instead of foreign imports.
  • AB 1414 – Affordable Internet for All: Ends mandatory, high-cost internet contracts in rental housing. Families now have the freedom to choose the internet provider that works best for their needs and budgets.
  • AB 741 – Protecting Foster Youth: Closes a dangerous safety gap by requiring immediate notification to foster youth programs if a volunteer or staff member is listed in the Child Abuse Central Index.
  • AB 935 – Tracking Discrimination to Build Fairer Communities: Requires the state’s Civil Rights Department and Department of Education to collect demographic data to identify and address discrimination and ensure equity for all students.
  • AB 1285 – Protecting Communities from Lithium Battery Fires: Directs the State Fire Marshal to develop prevention and response standards for lithium-ion battery storage sites to keep firefighters and nearby neighborhoods safe.
  • AB 1531 – Strengthening Wildfire Prevention Efforts: Adds the Department of Insurance to the California Wildfire Mitigation Board to improve coordination and strengthen our state’s wildfire response and prevention strategies.

Collaborating on Public Safety

I worked with my colleagues to introduce legislation that will help protect our communities, including securing $10 million to strengthen public safety planning for major events like the Super Bowl and World Cup. 

  • AB 379 – Strengthening Protections Against Human Trafficking: I supported efforts to strengthen California’s response to human trafficking and the solicitation of minors by increasing penalties for predators and expanding resources for survivors. This legislation puts a stronger focus on protecting young people while ensuring victims receive the support they need to heal and move forward.
  • AB 366 – Reducing Drunk Driving and Saving Lives: Extends California’s ignition interlock device program. This proven approach helps prevent repeat DUI offenses by stopping impaired drivers from getting behind the wheel, making our roads safer for families and communities across the state.

My Work as Chair of the Committee on Emergency Management

As Chair of the Assembly Emergency Management Committee, I worked with my committee to lead statewide efforts to strengthen disaster preparedness and recovery.

  • Responded to the Southern California wildfires, meeting with first responders and coordinating legislative support.
  • Authored AB 1285 (Protecting Communities from Lithium Battery Fires) and AB 1531 (Strengthening Wildfire Prevention Efforts) to protect firefighters, improve wildfire prevention, and modernize state emergency planning.
  • I authored my first Assembly Joint Resolution urging federal leaders to restore FEMA’s Building Resilient Infrastructure and Communities (BRIC) funding. Ultimately, the federal administration restored $870 million for hazard mitigation projects across California.

Advancing Local Legislative Priorities

My legislative priorities were shaped by what I heard directly from San Joaquin County residents as well as my experience as a Planning Commissioner and Councilmember. I worked on equitable and sustainable solutions and will continue to fight until we have the services and resources we deserve.

  • Tracy Courthouse - I made restoring local court services a top priority. I submitted a formal budget request to the Governor, convened local leaders, and worked with the Judicial Council to push the New Tracy Courthouse forward as an immediate need project.
  • Healthcare Equity & Affordability - I brought all parties to the table to create a new patient-focused committee within the Office of Healthcare Affordability.
  • Utility Reform - Introduced legislation to hold the California Public Utilities Commission (CPUC) accountable for out-of-control energy price increases. This is a two-year bill, and I look forward to continuing the fight to keep our utility bills low.
  • Valley Link - Introduced legislation to protect Mountain House’s longstanding role on the Valley Link Board of Directors by updating the outdated statutes that put the city’s representation at risk. This legislative fix ensured Mountain House retained its seat and leadership role.
  • Protecting the Delta - Fought to stop the Delta Conveyance Project, which threatened our agriculture, local businesses, and the Delta ecosystem. We led an audit hearing to push back against harmful trailer bills intended to fast-track the delta-tunnel.
  • Sustainable Aviation Fuel - Supported clean energy innovation that reduces emissions while creating good-paying jobs and strengthens California’s leadership in sustainable transportation.

At Your Service

Your needs are top of mind in everything my team and I do. In 2025, we: 

  • Responded to 1,828 constituent inquiries and closed 452 cases, returning more than $700,000 to residents.
  • Issued over 2,137 community recognitions celebrating the people and organizations that make San Joaquin County special.
  • I hosted more than 12 community events and town halls across Tracy, Stockton, and Mountain House to hear directly from residents. From “Get the Scoop” meet-and-greets to the first State of Healthcare Summit, I focused on listening, learning, and ensuring every voice is heard.
